Your dog or cat doesn't care about linear inches. He or she cares about breathing room, a soft place to curl up and not feeling squished for hours at 30,000 feet. But Delta cares about inches. A lot.
Your pet carrier has to fit fully under the seat in front of you. No exceptions, no "it's close enough."
